Issues on ESL Learners (Speaking vs. Writing)

Most Malaysian students are good in Writing but lack in Speaking skills. Why do you think this is happening? How can we solve this problem?

_for me malaysian people not use to it... because of the unprofesional teacher that teach them... beside that,when exam,english test only wrote in paper,so they can understand it but not to speak it.

~ because writing is easy than speaking. people may get nervous when speak it. and usally their friend will laugh at them if they speak in english. beside that,parent not teach their children to speak in english since their small.. that y laa...

The mainly reason is students often use Malay or etc. languages in their daily communication. So, when they try to speak in English, they will feel a bit awkward (perhaps worrying grammatical mistakes) thus prefer to speak in their 'own' languages and just projecting out their skills only on the paper sheet.
