syahir redza madsari-05dut10f1029 _for me malaysian people not use to it... because of the unprofesional teacher that teach them... beside that,when exam,english test only wrote in paper,so they can understand it but not to speak it.

The mainly reason is students often use Malay or etc. languages in their daily communication. So, when they try to speak in English, they will feel a bit awkward (perhaps worrying grammatical mistakes) thus prefer to speak in their 'own' languages and just projecting out their skills only on the paper sheet.
